any developers willing to make a client file upload?

so I can upload pdf or jpgs, documents for clients? and it sits right on their dashboard they can see it like a mailbox... then click the box, open to a page that looks like a email, with their images attached time and date stamped.    I am starting a virtual office where I can receive clients snail mail, check it, scan it, and upload it in the client section for them to receive it...  they log in, check the box, maybe get an email notification saying Its been uploaded and bam, bobs your uncle...
